Paper trail for all welcome pack documents sent with paperless reports

Include a list of all things sent in the welcome pack on paperless reports sent to tenants. I know for VIC we have to be able to prove that we have sent the 'Renting a Home Guide' to the tenants. We are sending them through CMS as it is the easiest option but currently there is no way for us to track this
