Progress bar should not continue to go green until photos, comment and condition is marked

The progress bar and number shouldn't say done until all three sections are completed for the one area. For example if you are doing the toilet floor, the bar and number should not reflect done until photos, comment and condition has been marked with the dots.
This will help to eliminate the chance of missing photos or important steps in one section. If I have to do an inspection over two days it will ensure that I will not miss a section and know where I am truly up to with an inspection.
