User Access - allow customization

IM-CMS: Those assigned "Property Manager" (PM) role cannot access Property Tree tab to do a Manual PT Sync. For this reason alone we have to assign them "Office Manager" (OM) role under which they can also access "Users" and "Settings" tabs that we really want them to avoid.
A better and flexible method would be to allow OM roles to customize access to individual tabs via a series of checkboxes (one for each tab), so that OM can create users and manage their access as follows (e.g):
- User-1 (Assistant): Inspections & Properties tabs only;
- user-2 (PM): All tabs EXCEPT Users & Settings;
- user-3 (OM): All tabs.
In this way a user can be granted access to any combination of tabs.
